Steps to Clearing Your Bank Negara Blacklist Status

The term 'blacklist' strikes fear in many Malaysian banking customers. Here we tell you about the dreaded Bank Negara Blacklist and how you can clear your blacklist status.

The dreaded word 'blacklist' is known by everyone no matter what language they speak in Malaysia and nothing is more ominous than being on Bank Negara's 'Blacklist'. The latest type of borrowers to be threatened with the dreaded 'blacklist' are PTPTN loan defaulters and it has brought this nasty term back to the forefront of Malaysian discussion.

We've received many questions by concerned Malaysians on how they can go about clearing their name so we've decided to break it down for you. If you've been blacklisted by Bank Negara (or sometimes known as the CCRIS system), here's what you need to know.

What Does it Mean to Blacklisted?

Contrary to what many may think; as long as you have loans; you will have some transcript history in Bank Negara. This isn't bad at all as banks will look at this to see how many loans you have in your name and if you've been paying it diligently. The key isn't in having NO entry on your report but keeping the entries good.

The items on your report will essentially be:
1) the banks you have loans/credit cards with;
2) credit/loan applications you have recently made (it doesn't pay to have too many!);
3) the amount borrowed or outstanding;
4) the credit limit (usually for credit cards);
5) type of repayment (monthly, yearly, etc);
6) instalments in arrears (missed payments) usually in the past six months.

The last entry is the most important. The more arrears you have; the higher the chance loan providers will consider you 'blacklisted'. In that sense, it's not a literal blacklist you are placed on but an overall bad credit rating which then causes banks to put you on their internal 'blacklists' and not offer you any further credit.

So What Do I Do Now?

Unfortunately, there isn't an easy or quick way out of this. It essentially comes down to this: You must pay your dues. There are three situations that can cause you to have a spotty credit report, and that is either if you didn't pay your loan in full by the time you should have; if you paid consistently late or missed some payments. There are three different ways to deal with these situations.

I've Been 'Blacklisted' for Not Paying Off My Loan in Full by the End of Tenure

The simple answer to this situation is that you simply must pay your loan in full. You may call your bank and negotiate a repayment schedule if you cannot afford the lump sum but if you are over tenure; they may not accept any such negotiations. However, it's always worth a shot asking.

If you find you are able to pay off the amount, you will need to ask the bank for a Letter of Discharge (this will usually be supplied either on the spot or within two weeks of full settlement). Once you receive this letter, ask the bank when they will be submitting this update to Bank Negara. Be sure to head down to Bank Negara to make sure this has been done. If not, you can call your bank again to remind them.

In the interim, between waiting for the bank to update your status, you will need to take your Letter of Discharge with you when applying for other loans or credit cards to show the new bank that you have settled your dues.

I've Been Consistently Late in Paying

Some people don't mean to miss their payments; they are just forgetful or tardy and up paying late. Even this can cause problems in your credit report.

Bank Negara reports keep track of your payment record for one year (12 months) as such, to rectify this situation, you will need to consistently pay on time for 12 months to clear your old record. Sometimes, 10 out of 12 months isn't bad either but the longer you keep paying diligently and on time; the better you will look on paper.

Set up a standing instruction if this will help. It might be worth the additional fees if you can avoid a blotty credit report.

I've Missed a Few Payments

Missing a few payments means you will need to pay up all your arrears (the payments you've missed; not the whole loan sum if your loan is ongoing) and then rebuild your score through diligent payment the same way as the situation above.

If the missed payments are too high; you can try talking to your bank to see if they would be willing to incorporate the missed amounts into the remaining loan sum and changing your monthly repayments to cover the missed amounts. Even if the answer is 'no'; you'll know you've exhausted every avenue.

All Your Recommendations Talk About Paying Up

Well, yes. As stated earlier; the reality is if you've taken a loan, you must pay it. If you've been a victim of identity fraud or perhaps a housing project deal that was never finished but you're paying for; that's more of a question for the courts than for the financial agencies. The bottom line is: if you want to get out of a blacklist; you need to pay your dues.

If you are unable to pay, you may have to consider contacting AKPK for an overall debt restructure or file for bankruptcy. Both of these steps will come with their own requirements and rules so do think long and hard about what you will do to remedy your financial situation.

    hi, I have re assigned for my old cc payment with a bank. The amount after reassigned is in 5 digits whereby by cc credit limit was 3k only. Is there any problem for me to apply for personal loan to settle the amount? I have no records in ctos.

      Due to my busy schedule I am late paying my cards and loan amount but I do pay eventually every month when bank calls to remind me. I am planning to apply for personal loan to consolidate all so its easier for me to pay and I am also planning for monthly auto pay but will the late payments affect my application if proceed?         In most cases it would still be reflected as late payment. However depending on bank's procedures, when they send you a reminder and you make your payments they could waive the late payment.

        As far as your concerns regarding approval, we are unable to quantify if it would be approved or not as different banks have different procedures and rules when it comes to approval.

          Hi Admin,
          I took personal loan and skipped about 30 mths payment and was issued bancruptcy earlier (as of ctos report) but not declared bancruptcy as i already started to pay 4 mths arrears per month. And the arrears will turns to "0" this coming september. As of now, its showing "12" in criss report. 4 payments per month and in 3 months time, it will turns to Zero. My concern now is when can i apply car loan after it starts to show "0" in criss report? Can i apply after 6 months or need to wait 12 months? For instance, take the below as example in criss reports. Which one has the highest possibilities for the loan to be approved?
          Overdue:
          1) 24,20,16,12,8,4,0,0,0,0,0,0
          2) 12,8,4,0,0,0,0,0,0,0,0,0
          3) 0,0,0,0,0,0,0,0,0,0,0,0

          And also, will CTOS reports still shows 'bancruptcy issuance' after i settle all my debts?

            Hi Bryan,

            Each bank has different rules for approval and it depends solely on their discretion such a case.

            As far as your CCRIS options, of course one with all zeros would give you a better chance of approval.

            Your CTOS may still show a bankruptcy issuance. However once you have cleared the debt with the bank, do obtain a letter of settlement.
            With that letter you may make a request to CTOS for the issue to be cleared.

              Firstly, i have enrolled to AKPK for the last 6 years. But for the last year, i was unable to pay. So i have been pulled out from AKPK services. And i continuosly pa direct to the credit card loan to the bank. After half year, i have financial problem again. I was unable to pay for 5 months. And my personal account that related to the specific bank is suspend includint atm card. Luckily my financial is stable back and i am able to make a full settlement to all the loan.

              Now my questions is,

              Can i start to apply bank credit card? If no, how long can i need to wait for reapply?
              Now i am planning to refinance and buy a house? Am i entitle to borrow the loan?
              Am i still blacklist by bank?

                That is great you are finally stable. If you are intending to apply for any facility, each bank has different regulations for approval which we are not privy to.

                However, you could do your necessary checks on your financial standing at Bank Negara by obtaining your CCRIS and also get your CTOS report done, if not RAMCI.

                Hi Iately i have an overdue credit card bill of 1 month and my bank sent me an sms saying to remits cash for this month closing by end of this week to maintain good credit record. what are the effects of bad credit record aside from not being able to apply for loans or new credit cards? can i still travel overseas and will the bad credit record go away once i have paid the debts and maintain good credit record for the next year ???

                  Hi,
                  few years back i was unable to pay for my credit card and loan and have been running around from debt collector for about 2 years,
                  finally when my financial is stable i negotiate with the bank and make full settlement to all the bank, i went to BNM to get my ccris report
                  and everything is clear but till today after about 2.5years every time i apply for a credit card i got rejected
                  FYI i do provide them all the additional supporting info they requested such as EPF statement and EA together with E filing as well
                  what can i do to make them believe in providing me a card as i need to travel a lot for my job and is very inconvenience not having one

                    It's possible you running from debt collectors for 2 years have had an affect on how friendly banks will be towards your application. If your score is indeed healthy, it may just mean you need to keep your financials steady for a bit longer before banks are willing to shake your hand again.                       If you have some debt issues or your credit score doesn't look too hot, you may not be as likely to get approved for personal loans. You can still try to apply however, since different banks may decide on things differently. We suggest you take counsel from AKPK if you have trouble managing your debts.

                        If your name is on CCRIS, it doesn't mean your credit score is bad. The CCRIS list is there for anybody who has every applied for any financial product.
                        However, if your credit score on CCRIS is poor, that makes it a lot harder for you to get approved for loans.

                        Being blacklisted from UMobile is different from being blacklisted through BNM.

                          If a bank has already decided to use debt collectors to get their money, we suggest dealing with the collectors themselves first. Since it's less likely that the bank will entertain your request for a discount if they've escalated this far. Even if you already have cash in hand to settle the debt, we recommend dealing with the debt collectors. Good luck!

                            It sounds like you need to be sure if you really do still owe the bank money. If your home loan documentation makes a reference to MRTA, or if your bank took out a policy on your behalf, you can contact them to make sure if you still need to pay them. If you have paid in full, you can ask them to update the records so your CCRIS report looks healthy again. This process may take a few months. Only then will your car loan have a better chance at getting approval. All the best!

                            i had a credit card with MBF 25 years ago. It used to get counterfiet charges so very often that i cancelled it and cleared the few hundered on it. Credit limit was RM1500. After 14 years i was called by debt collecteors to pay some 100over K , went to MBF and all was ok. now i cant apply for loan. how do i clear this

                              If MBF already says you're in the clear, you can request an official statement from them that says the RM100k debt was never really yours. You can then use this statement to appeal to the other banks that you want to take your loans from. Hope this helps!

To make it short, I've been lost contact with him and he's been missed payments for about 6 months now and the loan tenure ends next year (March 2017).                                 Hi Sean,

                                If a car is still under your name, it doesn't matter who pays for it or who's driving. The bank considers the one not paying for 6 months to be you.
                                And if he doesn't make payments until the tenure is up, it's highly likely that you'll end up with a bad credit score :(

                                I've been blacklisted due to my over limit credit card. Been left it there for months without paying any cent and last I decided to call my bank to settle it by installment, yes they offer me a 12 months installment plan and I've started to pay it . My question is, since I've been blacklisted and it's hard for me to apply any card, will paying these monthly will help up in my credit score before the amount fully settled? For example can I still try to apply any card after 6 months paying these installment on time even still haven't fully settle the amount I owe?

                                  Since your loan is still yet to be paid off in full, it's possible your CCRISS status may not be that healthy yet.
                                  Rest assured however, that since your payments are always being recorded, it's possible that banks may begin to open up to your applications. You can still try to apply for loans and see if you get approval.

                                  Hi, I just make the full settlement with my credit card, and the status in ccris not yet cleared as my bank say, it will takes times to clear the status due to my credit card already fall under legal action. who are the correct person did I need to contact to fasten the process of clear up the status in ccris.

                                    Your loan getting approved or not wholly depends on the discretion of the bank at the end of the day. So you can still try to use the settlement letter from the bank to make a stronger case.

                                        You can apply for your loan right away if you can prove that you've settled all your loans. Some banks may look at that and decide to approve your application. Of course, it's better if you wait for your CTOS score to change, but you can still apply before that.

                                            As long as all your debts + interest have been paid off, you should no longer be blacklisted. However, that process of removing your name from the blacklist will take some time.
                                            If you plan on taking some loans while waiting for your name to be unblacklisted, we recommend you bring a note, document, or some proof of receipt that shows you've paid your commitments in full. We hope this helps!

                                                Even after you settle your payment, your credit standing may still not look that good.
                                                Typically you have to clear all your outstanding debts and continue being a good paymaster for a few months before you record can be clean again.

                                                I was blacklisted for car loan,i bought 1 car last 5 years ago and after i using around 2 years i have a financial problem and cannot pay 3 months installment. After 3 months i receive call from bank saying bank already issue letter for taking back the car and the same day my parents paying for the 3 months installment. After this case i pay the installment every month on time until now but my problem now is, when i apply personal loan at rhb their staff saying my name is blacklist at BNM.I go to BNM print the report and found that the bank has issued a letter of withdrawal few years ago. Very funny when i go to the bank(hire purchase) and their saying i dont have problem with my loan,no outstanding payment but i have blacklisted at BNM. After few days i get the contact number their hq at kuala lumpur and asking about my problem and from their hq i understand the withdrawal of cars on the exit must be paid. I paid the amount to the bank same day but why my name is still there and why the bank branches cannot check at their system. Thank you and i need solution for my case.

                                                1. Is any possible that or can i try to apply the refinance housing loan from other bank in a same time to make a full settlement for what I'm owing at this moment? Example as below :

                                                        After clearing those debts, we recommend you continue servicing your other commitments for a few more months before applying for another loan.
                                                        A clean record is good, but a consistent record is better. Before applying, we also recommend you check your credit record once again to make sure everything is in order, just in case.

                                                            Malaysians can check their current immigration status by logging into the Immigration Department of Malaysia's online checking system. Malaysians can follow these simple steps:

                                                            1. Visit http://sspi2.imi.gov.my/

                                                            2. Enter your IC number in the text field.

                                                            3. Click the “Semak” (Check) button.

                                                            4. View your status.

                                                            If you are not barred from leaving the country, the status will appear as “Tiada Halangan” (No restriction).

                                                            Another method to check your immigration status and to find out which government agency has issued the blacklist order is by calling the 1Malaysia One Call Centre (1MOCC) at 0388801000.

                                                            I fully settled my personal loan with BR past several years ago but am still blacklisted when trying to get for a new deals with, after making 'noises' later they accepted for my fresh deals , actually what is happening in my scenario, whats source of legal action can be made against these bank.

                                                            Hi ringgit plus, i have been blacklist due to credit card more than 10 years ago.
                                                            But i have settle all amount with interest to the bank. ( with release letter ).
                                                            After so many years, i hava bought house and car and so far no problem with loans and all my loans are up to date for more than 5 years.
                                                            But only problem, when ever i apply for credit card it will get rejected for any local or foreign bank. Why ?

                                                              How good is your credit score? It's possible that the loans you're servicing were approved before your credit score declined.
                                                              Try to check up on your CCRIS or CTOS score to see if you're on the up and up in regards to this.

How can my CCRIS be cleared?

                                                                We hope by now you've communicated the situation to your employer on how their lax conduct has negatively affected you.
                                                                If they can't promise that it won't happen again you may have to consider repaying yourself.
                                                                As far as rebuilding your CCRIS score, you just need to make sure that any and all payments from now on are in full and on time. Keep the pace steady for a few months and you should get back in good shape.
                                                                It's unfortunate that this happened to you, so we recommend repaying your PTPTN debt yourself from now on to have better control on when the money gets to where its needed.

                                                                I bought car on 2006 but on 2012, a guy stole my car and met with accident and ran away. I tried to claim insurance but its never approved because they are saying i never take care my car key properly and there is clause in the insurance contract about this which lot of people is dont know including me. I paid for 2 years my installment but stop paying since 2014 because of other problems. Now i want to fully settle the car loan and i got no other commitment under my name in malaysia. As ur knowledge, if i settle the car loan fully now, hw long it wil take to take a new personal loan or any other loan? Please kindly advise. Thanks

                                                                  Hi Gunaraj,

                                                                  It sounds like your credit score might be quite negatively affected by this lengthy period of non-repayment.
                                                                  However, if you fully settle the car loan and you don't have any other outstanding debt, all you need to do is just continue being a good paymaster for a few more months (credit cards, etc) until your score is clear.
                                                                  Once it is, the banks will more likely be open to approving your loan applications.

                                                                    Your CTOS and CCRIS are both part of your credit record. Any bank that does its due diligence will want to check both to make sure you're a good enough paymaster for them to approve your loan application.
                                                                    We advise you try to improve your credit rating and maintain it for a few months so you have the best chance at getting your loan approved.                                                                         If your credit is not good enough for you to take out a loan, perhaps you can consider applying for a joint loan with someone who has better credit?

                                                                          Who is the borrower here? If the borrower is you, then you have to look for ways to settle your loans to the bank. If your credit score is badly hurt by this, consider contacting AKPK at http://www.akpk.org.my/ and get their help in straightening out your finances.

                                                                              1) We recommend you continue paying back your monthly debts for a few more months so your record looks good for a longer period. This can help increase the chances of your application being approved.
                                                                              2) Do you mean your new CTOS report still shows a blacklist status? If it still does even after you cleared your debts and followed our first suggestion, we recommend getting clarification from CTOS.

                                                                              I am blacklisted in CTOS for an old Digi Bill from 6 years ago and recently I mad massive medical expenses due to family's health condition and therefore I had no choice but to skip my UOB credit card payment for almost 6 months now. I currently am paying a personal loan with CIMB. Will I be able to apply for any personal loans in order for me to settle all these outstanding debts so that I can just focus on payment one loan only?

                                                                              Please do help me out as I am really suffering with all these outstanding dues of which the interest and constantly incurring no matter how much I pay (minimum payment).

                                                                                  That really depends on AEON and BNM. It might take several weeks to couple of months.
                                                                                  Unfortunately there's no real way to speed this up, you'll just have to keep contacting them and asking them about it.

                                                                                    Your trade referee listing availability is related to your company. So if the loan you're applying for is related to business, it might affect your chances.
                                                                                    This also depends on how banks look at your CTOS statement as different banks may treat information differently.

                                                                                      For any case of blacklisting, you need to settle all your outstanding debts as well as maintain a consistent and timely repayment of your commitments for a least a few months before your credit score improves.
                                                                                      Before you do this, it's unlikely that your credit history will be attractive to potential lenders. You can still try to apply for loans through other banks to try your luck but we still suggest keeping a clean credit score beforehand.

The amount after reassigned is in 5 digits whereby by cc credit limit was 13,680k but them was inform me pay about this amount RM2900 only for the offer to me.                                                                                         As long as the interest rate for the personal loan is lower than the rate of your current debt and your credit score is healthy enough, you should be able to apply for a personal loan.

                                                                                            I am one of the director of a company (Sdn Bhd). Recently, other directors had purchased a car and the loan was approved by Hong Leong Bank with my name being the guarantor to the loan despite its approved under the company name. When I asked the bank officer, they said its the standard procedure for approving hire purchase with director as guarantor. They told me it would not affect my future borrowing as the repayment amount will not included in my commitment and I am not liable shall the company fail to pay the repayment. They even told me that the said loan will not reflect in my CCRIS reading and I am not liable if I were to resign as director in future. Can you please advise whether what the bank office said was correct.

                                                                                                Regarding my case, i have a loan with AEON credit but this is a fraud case which i have lodged a police report already and it has passed up to the right party. However, AEON advice that although it is a fraud yet i still need to make the payment completely. It has taken for 2-3 years for me to argue with them the issue which i do not want to pay at all, but unfortunately they informed no matter how i still need to pay for it. So, in the end i cleared the payment because i got no choice then, and now I am waiting for their release letter. I would like to know if is possible i can use this so called release letter to clear my CCRIS record from bank negara ? and how long will it takes ?

                                                                                                At the same time i have paid my car loan for the past 3 years as a good paymaster, only for this loan which makes my record goes bad. Will it be possible that the bad CCRIS record can wipe out ASAP with the release letter ? or anyway ?

                                                                                                  With a release statement letter from AEON and other supporting documents like your police report, you should be able to clear your CCRIS record. It will take some time however, but it's definitely possible.

                                                                                                  I might be late for this article but wondering if you can help and clarify. Recently I applied for PF to consolidate my credit cards but it was rejected by the system with RO codes (according to the banker). He mentioned that RO code is related to CCRIS late/missed a payment. If my own records are right, I have never missed any payment although there are times that I paid few days after the due date. I have also never received any reminder calls for the past 12 months. On top of that, I have also cleared off my PTPTN in 2013.

                                                                                                  My current schedule is too tight for me to go to BNM kiosk to print my CCRIS. In the mean time for me to find the time to get the CCRIS report would you be so kind to explain what could this RO code mean?

                                                                                                          It might take a couple of weeks for your record to be updated. You can call BNM to ask them whether or not the report has been updated but their system will only work as fast as it does.
                                                                                                          In any case, we still recommend you steadily maintaining a good pattern of repaying your existing commitments for at least a full month before attempting any new loan applications.

                                                                                                            If you already have a credit card to transfer that balance to, your credit score won't be affected.
                                                                                                            But if you want to apply for a new card to do that balance transfer with, it counts as a hard inquiry, which might negatively affect your credit score.

                                                                                                              If you have any debts that you haven't properly serviced (and it looks like that's the case) it will definitely not reflect well on your credit report.
                                                                                                              Once you've cleared all your debts, we recommend that you keep servicing them for at least a couple months before applying for any new loans.

Although, there is no bar to you applying for other loans - having records with AKPK restructuring may make banks consider you a risky borrower in the event you apply for new credit.

If you have not paid any of these loans, the information will show on your record and banks will often deny you further credit.

It may be that your discharge was not recorded with Bank Negara. You can take your Letter of Discharge to Bank Negara and check if your CCRIS statement has been updated. If it has been updated then you can bring the updated statement to your bank. Hope that helps.

                                                                                                                              Hi, if I not remember wrongly I have MBF CARD few years ago and outstanding 34k from my credit limit is 15k. Eventually they ask for 28k for full statement. And I paid in full amount. Today another call from EON bank, on be half of hong Leong, I was told my card outstanding is 19k and they offer me 8k to full statement which my card limit is only 3k. Should I pay the 8k to settle or better way to ask for negotiations?

                                                                                                                                Hi Jeff, if your earlier payment was accepted as full settlement - do you have the letter of discharge from the bank stating as much? If you do have the letter stating that you paid RM28K in full settlement of the RM34K you can negotiate with the bank. If not, it will be hard to dispute and you may have to pay the remaining amount.

                                                                                                                                  Firstly, let us clarify that there is no such thing as a blacklist. What your brother may have is some outstanding loans that he has not paid (or perhaps he has stood guarantor for someone who has not paid) and this record is affecting his application with the banks. He will need to get a copy of his credit report and find out which banks he owes and how much.

                                                                                                                                  Unfortunately, there is no way to clear it beyond paying the banks what he owes. If he cannot repay, he can seek the assistance of AKPK provided he is eligible for their Debt Restructuring Scheme (http://www.akpk.org.my/services/debt-management/service-introduction). And I didn't pay the minimum payment sometimes.. If I fully settle all the overdue for all the credits cards.. Will it be easier for me to apply personal loan in short period of time?or I need to wait another few months to wait for update?

It's important to pay off your commitments on time and yes, once you do, it makes it easier to apply for loans. But you would still have to wait at least a month until your clean credit record is reflected in your credit report.

                                                                                                                                    Hi,honestly I'm a bad ,really bad paymaster.My credit cards loan and personal loan since 2008 never been paid.When print out the ccris report from Bnm, those credit report were not there in the report.It has just gone .Is it mean that ,my debt has been cleared of without my knowledge.Perhaps I doubted ,my dad did the settlement ,unfortunately he is is no longer with me.Just tried to apply car loan ,but the bank rejected saying I'm blacklisted.Well,how actually to determined that I m totally cleared for my previous debt ,as ccris report shows none.Kindly advice.Tq

                                                                                                                                      The only way to know whether or not you still owe money, is to get a letter or printed report from CCRIS. Alternatively, you can check with the bank directly whether or not you're still indebted.

Once done can I get discharge letter because I have applied for a bank loan and according to them my name under ccris. If I get the discharge letter can I pass to to them for further review.

Passing the letter to them for their review can definitely help your chances in getting your bank loan approved. It's still under the bank's discretion of course.

                                                                                                                                        I would like to enquiry when is the exact date our CCRIS being updated monthly in Bank Negara? (some of them saying every 10th / 15th of the month, not sure which).

                                                                                                                                        In order to make my record clean without any credit card outstanding, I have paid up all credit card outstanding amount this month (even the statement not out).

                                                                                                                                        Would like to know best time for me to apply loan so that when the bank do checking, they will see "zero" credit card outstanding.

                                                                                                                                          We can't be sure as there's likely no exact date on when BNM renews their records.
                                                                                                                                          We recommend paying off your commitments ahead of time for a few months before applying for anything with the bank to really ensure that your record looks good.
