The Ministry of Human Resources (Kesuma) has announced plans to expand its one-stop labour centres across the entire country by the end of 2025, aiming to simplify how the public interacts with its various agencies. Human Resources Minister Steven Sim announced that the initiative is designed to house all of the ministry’s key services under one roof. The main goal is to eliminate the need for employees, employers, and unions to visit multiple locations for different matters, from workplace safety queries to social security claims.
This integration is meant to provide practical convenience. For instance, a person could follow up on a SOCSO claim and, in the same visit, seek advice on employment rights from the Department of Labour (JTM) or inquire about workplace safety standards with DOSH. Following positive public response to pilot centres in Penang, Kuala Lumpur, Johor Bahru, and Kota Kinabalu, the ministry is preparing for the nationwide rollout.
In addition to the service centres, the minister announced a new programme to strengthen trade unions. The Human Resources Development Corporation (HRD Corp) will offer a free Train-the-Trainer course, focusing specifically on industrial relations. The goal is to develop 100 experts in the field of industrial relations who can then share their knowledge within their organisations.
This specialised course will be offered to experienced practitioners from Malaysia’s major trade union congresses to enhance their skills in negotiation and worker advocacy. The ministry’s hope is that by improving the expertise of union leaders, the overall effectiveness of worker representation in the country will be elevated.
The ministry also confirmed that it has approved RM100,000 in financial assistance for the Malaysian Trades Union Congress for this year. Funding is intended to support MTUC’s activities in championing the interests and welfare of workers in the country.
During the announcement, the ministry also presented the 2025 Trade Union Awards. These awards recognise individuals and unions that have made significant contributions to protecting workers’ rights. Among the recipients, Cuepacs president Datuk Dr Adnan Mat received the Minister of Human Resources Special Award, and Aminuddin Awang, president of the National Union of the Teaching Profession, was honoured with the Trade Union Figure Award.
