13MP: One Million Affordable Homes To Be Built Between 2026 And 2035

The government RMK13 plans to develop one million affordable housing units nationwide between 2026 and 2035. This initiative is part of the 13th Malaysia Plan (13MP) Or Rancangan Malaysia Ke-13 (RMK13), tabled in the Dewan Rakyat on 31 July 2025 by Prime Minister Datuk Seri Anwar Ibrahim.

The large-scale effort will involve cooperation between federal and state authorities, as well as private developers. The goal is to increase access to safe, comfortable, and affordable homes, especially for low- and middle-income Malaysians.

Various Schemes to Support Housing Goals

Multiple programmes will support the construction and delivery of affordable homes. These include Residensi Madani, the Public Servants Housing Scheme, the New Home Construction Assistance Programme, the Affordable Housing Scheme, and Rumah Bakat Madani.

As of 2025, 180,000 units have already been completed, with an additional 235,000 units under construction. The adoption of modern construction technologies, such as the Industrialised Building System and Building Integrated Management, is expected to reduce costs and speed up delivery.

Addressing Housing Supply and Affordability

The Prime Minister acknowledged key challenges in the housing sector. These include a persistent mismatch between supply and demand, and property prices that remain beyond the reach of many Malaysians.

To address these issues, the government will expand financing-related initiatives. The Housing Credit Guarantee Scheme and the Rent-to-Own programme aim to help more individuals and families purchase homes, particularly those without access to traditional home loans.

Kota Madani as a Model for Future Housing Projects

Anwar pointed to Kota Madani in Putrajaya as an example of inclusive and sustainable urban living. Developed in collaboration with Putrajaya Holdings, the project integrates housing with values-based urban design, inspired by the concept of umran hadhari.

This approach aims to provide not just physical homes, but communities built around ethics, sustainability, and quality of life.

RMK13 to Shape National Development Through 2030

The 13th Malaysia Plan, themed Melakar Semula Pembangunan (Redesigning Development), outlines the country’s priorities from 2026 to 2030. It is aligned with the Malaysia Madani framework and focuses on reforming socio-economic policies, strengthening governance, promoting sustainability, and enhancing public well-being.

The plan includes a broad range of initiatives. While policy frameworks have been announced, specific implementation details, such as project timelines and eligibility requirements, will be introduced progressively as part of the plan’s rollout.
