Application For BUDI MADANI Targeted Diesel Subsidy Programme Opens Today

The Ministry of Finance (MOF) has opened applications for the Madani Subsidy Assistance Programme (BUDI MADANI) today, which will play a part in the implementation of the targeted diesel subsidy initiative. It is intended specifically for diesel vehicle owners, as well as agriculture and commodity smallholders, enabling them to receive an assistance of RM200 per month.

In a statement, MOF explained that BUDI MADANI will consist of two categories, namely BUDI Individu for diesel vehicle owners, and BUDI Agri-Komoditi for agriculture and commodity smallholders. You can apply under the specified categories if you meet the following eligibility criteria; once your application is approved, you’ll receive RM200 per month in conjunction with the implementation of diesel subsidy targeting:

BUDI Individu*BUDI Agri-Komoditi
– Malaysian citizen with annual individual or joint income of RM100,000 and below

– Owns diesel-based personal vehicles as registered with the JPJ

– Vehicles owned are not luxury vehicles under 10 years of age

– Vehicles must have an active road tax  

* Applications will be cross-referenced with data from the Inland Revenue Board (LHDN) to exclude luxury vehicles that are less than 10 years old, and earners in T20 category
– Registered as a farmer or smallholder with the relevant agencies and ministries*

– Must be an active agriculture or commodity smallholder, defined as generating an annual turnover of between RM50,000 and RM300,000

MOF further clarified that applications for BUDI MADANI will remain open throughout the year. Meanwhile, the RM200 cash aid is to be provided as per the following timeline:

  • Apply by 3 June 2024: Receive first cash assistance by mid-June, and on a monthly basis thereafter.
  • Apply after 3 June: Receive first cash assistance within two weeks, and on a monthly basis after that.

As for payment method, the cash assistance will be credited into your bank accounts every month, but those who do not have a bank account can collect their cash assistance at any Bank Simpanan Nasional (BSN) branch throughout Peninsular Malaysia.

MOF further highlighted that the BUDI MADANI programme will complement the ongoing MySubsidi Diesel system (Fleet Card) that is being run by the Ministry of Domestic Trade and Cost of Living (KPDN) in partnership with participating petrol companies. To explain, the MySubsidi Diesel programme is designed specifically for logistics companies, providing them with fleet cards that let them purchase subsidised diesel at fuel retail stations. To date, as many as 90,000 fleet cards have been issued.

“With the BUDI MADANI rollout, the government has expanded the coverage for assistance to individuals and agriculture and commodity smallholders ahead of targeted diesel subsidy implementation,” said Finance Minister II, Datuk Seri Amir Hamzah Azizan. He also stressed that an all-of-government approach is being undertaken to ensure that the targeted diesel subsidy programme will be implemented in a comprehensive, efficient, and effective manner.

For context, Prime Minister Datuk Seri Anwar Ibrahim had announced last week that the Cabinet has agreed to start implementing the targeted diesel subsidy programme.
