The Inland Revenue Board (LHDN) has said that its upcoming Special Voluntary Disclosure Programme (PKPS) will enable taxpayers who have not paid or declared their income in the past to do so without incurring any penalties. The programme is set to begin on 1 June 2023, and will run for one year until 31 May 2024.

Chief executive officer of LHDN, Datuk Mohd Nizom Sairi explained that with this one-year programme, all taxpayers who contact or visit any LHDN branch to voluntarily declare their previous unreported income in good faith will see a penalty rate of 0%. He also said that those who have made errors in previous tax reports, too, can come forward to make amendments too.

“LHDN will accept what has been reported by you, and the years in which they report voluntarily will not be audited again, which we will close the final count for the years in question,” Datuk Mohd Nizom further said, adding that the PKPS is targeting 50,000 new and existing taxpayers with a total assessment of RM1 billion.

As such, Datuk Mohd Nizom urged existing taxpayers and individuals who have never paid their taxes to take this opportunity to clear their records. He also reminded affected individuals to prepare all the relevant documents prior to visiting any LHDN branches, so that they can enjoy a seamless process.

The PKPS was proposed under the revised Budget 2023, and had been implemented before in 2019. This time round, the programme will be organised in collaboration with the Royal Malaysian Customs Department, and is aimed at encouraging Malaysians to carry out their responsibilities as honest and transparent taxpayers, as well as upstanding citizens.
