Maternity Leave Allowance Proposal Could Support Over 100,000 Mothers In Malaysia

More than 100,000 women in Malaysia could soon receive additional financial support during maternity leave, as a new allowance under the Social Security Organisation, or Socso, is being reviewed.

The proposal remains under development, with Human Resources Minister Datuk Seri R. Ramanan saying the ministry has asked Socso to refine the scheme before any rollout.

If implemented, the allowance would sit alongside existing maternity leave protections, potentially offering extra income support during a period when many households face higher expenses.

Current Leave Entitlements Already In Place

Since 1 January 2023, female employees in Malaysia have been entitled to at least 98 consecutive days of paid maternity leave under the Employment Act 1955.

While this provides job protection and salary continuity for eligible employees, financial stability during this period can still vary. Income gaps, contract arrangements, or limited employer benefits may leave some households managing tighter budgets, especially with the added costs of preparing for a newborn.

The proposed Perkeso allowance could help ease some of that pressure, depending on how it is eventually structured.

Other Social Security Plans Moving Forward

The ministry also highlighted another upcoming initiative under Perkeso, known as the Traveller Scheme, which is in its final phase. It is expected to extend social security protection to more than 500,000 Malaysians who commute daily to Singapore for work.

What This Could Mean For Household Finances

For many families, maternity leave is not just about time away from work. It is a period when spending often rises, with costs linked to medical care, baby essentials, and changes to daily routines.

An additional allowance could ease some of that strain, particularly for households relying on a single income during those months. It may also give families more flexibility when deciding how long to stay on leave, or whether to return to work sooner than planned.

The overall impact will depend on details that have yet to be confirmed, including eligibility criteria, payout amounts, and how the allowance fits alongside existing employer-paid benefits.

For women in less stable employment arrangements, such as contract roles or gig work, the structure of the scheme will be especially important. Access to support during maternity leave can differ widely depending on employment type, and any gaps in coverage could affect how useful the allowance is in practice.
