The MV15 inspection required for a used-car ownership transfer will remain at RM37.80 for licensed inspection centres nationwide, with the fee set by the Road Transport Department (JPJ). Transport Minister Anthony Loke said the fee applies across all licensed centres during a press conference held at the launch of a new MV15 inspection centre at Carsome Academy.
Since the fee is fixed, inspection centres cannot compete by charging less. Instead, operators are expected to compete through factors such as service quality, convenience and waiting times.
The MV15 inspection, formerly known as the B5 inspection, is a government-regulated inspection required when transferring ownership of a used vehicle.
The RM37.80 fee consists of:

This means the inspection costs the same at any licensed centre, whether it is operated by Puspakom or another approved provider.
Puspakom was previously the sole provider of vehicle inspection services before its concession ended on 31 August 2024. The government subsequently opened MV15 inspections to other licensed operators.
Carro Technology has been running MV15 inspection centres since June 2026, and Carsome Academy opened its Sungai Buloh centre in September. Sarawak-based Beriman Gold and Car Medic were still developing their centres as of May 2026.
Loke said an inspection at a licensed private centre can take less than 20 minutes for customers who arrive at their booked time, with the results sent directly to JPJ’s system.
The Carsome Academy centre is the first MV15 inspection centre operated by a technical and vocational education and training (TVET) institution. Its inspectors hold a Level 3 Malaysian Skills Certificate (SKM) in Motor Vehicle Inspection, while students can also receive practical training at the site.
The Transport Ministry and JPJ will conduct regular checks and surprise audits on licensed inspection centres.
You can book whichever licensed centre is closest to you or has the earliest appointment, since the MV15 fee doesn’t change.
If you’re buying the car with a hire-purchase loan, you may also need a B7 inspection under the Hire Purchase Act 1967. As of mid-2026, only Puspakom does B7 inspections, and they cost RM60.
Once the MV15 inspection (and B7, if needed) is done, you and the buyer (or seller) still need to complete the ownership transfer through JPJ online or at a JPJ branch. Online transfers currently only work between two individual Malaysian citizens. If the transfer involves a company, a deceased owner’s vehicle or a non-citizen, you may need to go to a branch.
