The government has confirmed that the Central Database Hub, more commonly known as PADU, will be used to implement the upcoming targeted subsidies for RON95 petrol. This will be one of the first major applications of the comprehensive national database.
According to Finance Minister II, Datuk Seri Amir Hamzah Azizan, the government is ready to use the data collected in PADU to identify eligible recipients for the fuel subsidy. Speaking in the Dewan Rakyat, he stated that the system is prepared, and that details are being finalised before the government proceeds with the RON95 subsidy rationalisation programme.
The primary role of the PADU database in this initiative is to serve as a reference point to decide who qualifies for the RON95 subsidy. The government aims to move away from blanket subsidies toward a more targeted approach, ensuring that assistance reaches those who need it most.
By using the detailed citizen profiles within PADU, the government can more accurately channel subsidies, a move intended to optimise national spending.. The implementation is part of the government’s wider strategy to help Malaysians manage the cost of living effectively.
The government has acknowledged public concerns regarding the possibility of individuals providing false information to qualify for subsidies. Datuk Seri Amir Hamzah gave an assurance that this matter is being taken very seriously.
To ensure a smooth process, users are advised to verify that their data in the PADU system is accurate and up-to-date before the petrol subsidy rationalisation programme kicks in. In situations where there are differences or conflicting details, the government will prioritise the use of officially verified information from its various agency sources to ensure fairness and accuracy.

The PADU database is a centralised system that combines information from different government agencies. It has successfully integrated data from 204 agencies to create 30.4 million individual citizen profiles, creating a comprehensive overview of the population.
To determine eligibility for subsidies, the government will refer to key information within these profiles. That will include important data points such as income, number of dependents, and vehicle ownership. The collection of data, as confirmed by Bernama, allows for a detailed assessment of an individual’s or household’s socioeconomic status.
The PADU database is already in active use. Various government bodies are using the system, and it has been confirmed that nine agencies currently have approved applications to access PADU data.
