The Social Security Organisation’s Lindung 24/7 Scheme is expected to be implemented by mid-2026, following further coordination and planning by the Ministry of Human Resources. The scheme is designed to expand social security protection for workers beyond traditional workplace coverage.
Human Resources Minister Datuk Seri R Ramanan said careful steps are being taken to ensure the scheme aligns with existing programmes before it is rolled out. While still in the planning stage, the scheme is confirmed to be implemented within the year.
The ministry is currently working to ensure Lindung 24/7 integrates smoothly with other social protection initiatives. This approach aims to avoid overlap and provide clearer, more effective coverage once the scheme comes into force.
Although not yet active, the scheme has already been approved under existing legislation and does not require further parliamentary action to proceed.
The Dewan Rakyat passed the Employees’ Social Security (Amendment) Bill 2025 in early December last year, formally introducing the Lindung 24/7 Scheme into law.
The amendment expands Socso’s coverage to provide round-the-clock protection for employees, including accidents that occur outside working hours. This represents a shift from earlier schemes that focused primarily on work-related incidents.
Under Lindung 24/7, eligible workers will receive social security coverage regardless of when an accident occurs. This includes incidents during personal time, offering broader financial protection for workers and their families.
The scheme provides benefits such as medical treatment, temporary and permanent disablement benefits, dependants’ benefits, constant attendance allowance, funeral benefits, rehabilitation support, and education benefits.
Separately, Socso reported positive outcomes from its employment support programmes. In 2025, 150,599 out of 208,599 registered job seekers secured employment through 3,715 career carnivals and interview sessions held nationwide.
These initiatives involved nearly 24,000 employers, supporting income stability for job seekers and helping households manage financial commitments during periods of transition.
Socso’s rehabilitation programmes have recorded encouraging outcomes, with more than 80% of patients, or 4,817 out of 5,887 individuals, successfully returning to work and reintegrating into society.
To meet rising demand, a new Socso Rehabilitation Centre in Ipoh is expected to open this year. Plans are also underway to build a hospital and rehabilitation centres in Terengganu and Penang, as existing facilities in Melaka and Ipoh are operating at between 90% and 95% capacity.
Socso is also preparing for additional policy developments. These include proposed amendments to the Employment Insurance System Act 2017 and the gazettement of the Gig Workers Act 2025.
The Gig Workers Act is expected to benefit more than 1.2 million workers by extending protections to those in non-traditional employment. In addition, a feasibility study is underway on the Commuter Scheme, which aims to support nearly 400,000 Malaysians who commute daily to work in Singapore.
Once implemented, Lindung 24/7 will provide workers with broader protection against accidents that occur both during and outside working hours. This can help reduce out-of-pocket medical costs and income disruptions caused by unexpected injuries.
Combined with expanded employment support, rehabilitation services, and upcoming legislative reforms, the scheme strengthens income security and helps households manage financial risks more effectively over the long term.
