The government will begin the rationalisation of RON95 fuel subsidies in the second half of 2025, according to Second Finance Minister Datuk Seri Amir Hamzah Azizan.
He said the Ministry of Finance remains committed to implementing the subsidy restructuring plan, although current efforts are concentrated on determining the eligible groups who will benefit from the support.
While the government is moving forward with the plan, he emphasised that ensuring subsidies reach the appropriate recipients is currently the top priority. He also noted that discussions are underway at the Cabinet level to adjust the qualifying income threshold for subsidy recipients.
“Prime Minister Datuk Seri Anwar Ibrahim, together with the Cabinet, is discussing the eligibility threshold for Malaysians, where the qualifying level to receive subsidies will be raised,” he said during a media session following the officiation of the Malaysian Institute of Accountants (MIA) International Accountants Conference 2025.

He also noted that the government is assessing the feasibility of using the MyKad system as a delivery method for targeted subsidies on RON95 petrol.
“Every Malaysian citizen has an IC, and we have already used it under the Sumbangan Asas Rahmah (SARA), which has proven effective. So, for now, the MoF is tightening the system to enable its use in the adjustment of the RON95 subsidy,” he explained.
In response to a question concerning industry appeals for a delay in the rollout of the expanded sales and service tax (SST), Amir Hamzah assured that stakeholder input is being carefully considered.
“The government always takes into account everyone’s views. Regarding the SST expansion we are implementing, we have discussed it with all the stakeholders, and whatever feedback we have received has been taken into consideration,” he added.
