Under Budget 2023, the government will be rolling out a new e-wallet initiative dubbed ePemula M40, offering one-off RM100 e-wallet credit to individuals who fall under the M40 group. Additionally, funds will be allocated to continue the existing ePemula scheme, with the e-wallet credit provided for each eligible youth now increased to RM200 per person.
Under the new ePemula M40 programme, Malaysians who earn an annual income of less than RM100,000 will receive RM100 worth of e-wallet credit. An allocation of RM800 million has been set aside for this initiative, which is expected to benefit 8 million recipients.

Meanwhile, the existing ePemula scheme – which currently provides RM150 worth of e-wallet credit to youths between the age of 18 to 20 years old, as well as full-time tertiary students – will now see the original amount increased to RM200 per individual. Finance Minister Datuk Seri Tengku Zafrul Abdul Aziz said that a budget of RM300 million has been earmarked for this, which will benefit 2 million recipients.
Both initiatives follow in the footsteps of similar e-wallet credit schemes that had been rolled out before, namely the eTunai Rakyat e-wallet initiative and the eBelia programme. The more inclusive eTunai Rakyat initiative offered RM30 digital incentive to eligible Malaysians who are aged 18 years old and above, in a bid to encourage cashless transactions. Meanwhile, the eBelia programme targeted eligible youths between the age of 18 to 20 years old, with a one-off offering of RM150 e-wallet credit.
